The June 3 primarily election is the first in Alabama that will require voters to show a specific type of photo identification at the polls.

The state legislature approved the change back in 2011, but its implementation has been delayed until now.

Several types of identification will be accepted at the polls including:

A valid driver’s license or non-driver identification card

A valid identification card issued by an entity of the state of Alabama, any other state or the United States authorized by law to issue personal identification

A valid employee identification card containing a photograph of the elector and issued by any entity of the federal, state or local government

A valid student or employee identification card issued by a public or private institution within the state of Alabama

A valid U.S Passport

A valid U.S. military identification card

A valid tribal identification card

All forms of identification must contain a photograph of the elector, and posters detailing the forms of acceptable ID will be displayed at all of the polling locations in Mobile County.

If a voter does not have one of the approved forms of photo ID, he or she may receive a free Alabama photo voter ID from the Secretary of State’s Office or the Mobile County Board of Registrars.

Because driver’s licenses are considered valid for 60 days after their listed expiration date, a voter may use his or her expired license as a form of photo identification during the primary election, provided the expiration date falls within that 60-day window.

Under previous identification laws, a voter with no ID could participate in the election if two poll workers could positively identify them and sign the poll list adjacent to their name.

Mobile Probate Judge Don Davis said that is still allowed under the new law, but now two poll workers have to sign an affidavit under penalty of perjury to validate an elector’s identity.

Despite that, Davis said all citizens participating in the election would be asked for ID — even if they know the poll workers at their precinct.

If a registered voter has no ID and two poll workers cannot positively identify them, they can still participate in the election through the provisional ballot process.

Those who vote through a provisional ballot will have a week to present personal identification to the board of registrars.

Other changes and information

Recently the voting precincts in Mobile County were reconfigured by the Mobile County Commission.

The county’s 98 precincts have been reduced to 88, and Davis said some polling locations have changed even for precincts that weren’t affected by the changed lines.

As for the party ballot assigned to each voter, the Republican ballot remains blue, but the Democratic ballot is now white and the constitutional amendment ballot in the general election is now yellow.

The corresponding color is also printed at the top of each ballot for individuals who may be colorblind.

Applications for absentee ballots are available at probate.mobilecountyal.gov and the deadline to submit an application is 5 p.m., May 29.

The Probate Court of Mobile County has already received 618 absentee ballot requests, including 230 from members of the U.S. military.

Once absentee ballots are filled out, they must returned to the probate court by 5 p.m., May 30 or postmarked by June 2 and delivered to election officials by noon on election day.

So far, 126 voted ballots have been returned to the probate court.

Absentee ballots are counted after polls close at 7 p.m., and election results will be certified after provisional ballots have been counted on June 10.
